4 missing CE near the CPU from AMD motherboard

There are other 'empty' locations for electrolytic capacitors on this board. Do you have any reason to think that the four with arrows were originally fitted?

Generic boards are common and components are often left off of the basic version (maybe a few USB ports) and more components needed for more USB ports, on-board high-quality audio, or what ever. Look at the manufacturer's product offerings to see where your motherboard sits in relationship to other product offerings. It is very likely that the high-end offering uses the same PCB.

This is common for audio receivers and many other products. Minimizing inventory through careful design engineering.
