Electronic transformer - Missing 12V secondary

Hello. I bought two electronic transformers (220VAC -> 12VAC) to power GU5.3 LED light bulbs that are installed on my suspended ceiling.
The two modules are brand new.
When connecting a light bulb, it doesn't light at all.
When trying to measure the secondary with my multimeter, I don't have 12VAC but something around 0.3VAC.
When measuring the primary, I have a reading of 223VAC.
My multimeter is obviously configured to read alternative voltage.
Am I missing something ? Are all the modules broken ?

Electronic transformer is intended for halogen bulbs, not for LED lights.
You can not measure 12 V using DMM, because frequency of that voltage is 30...50 kHz.

I agree but the modules that where previously installed where AC ones - and everything worked. That's why I bought AC ones hete. I'll try using DC modules. Thanks.
