I understand that the RSA could be in a bit of a turmoil as far as regulations, but IMO it is no excuse for China to adopt bad practices when it comes to electrical equipment, especially if for export to the rest of the world.
I have first hand information from those that have imported to N.A. and they are just as bad.
In many cases the machinery came in without any ground circuit references included. :(
Incidentally I see no indication of any Earth GND reference in the OP's DWG?
My point being that other portions of the world are not bound by the same standards and traditions as we are. This does not make them wrong, just different.
It does, however, mean that we should never assume that all equipment is the same, or even similar.

I think you miss the point, regardless of what conditions exist in different countries, exporters of equipment should be responsible in manufacturing equipment that posses certain industrial practices and that are considered to be inherently safe.
For example, I see no main fusing or O/L device, Plus the way the control voltage is derived is directly off of the main 3ph supply phase to star input.
The control voltage is also non-protected, as far as fusing or O/L is concerned.
There is no Ground reference shown, in spite of the equipment being a 3ph heating system of a tank of liquid.
Regardless of what the end user ends up doing, the supplied equipment should be delivered in a condition that prevents injury to said end user.
It certainly would not pass muster of the standards used in most parts of the world.
