I have something similar. An automotive exhaust cutout valve which is opened or closed without limit switches. I believe the momentary switch works with a timeout circuit to limit the time at stall - locked rotor condition. And it may have a timer to allow repeat only after a time period. little board has a couple of caps, an ic and two relays.
