110V Motor limiter

I have a 110V vacuum motor that regularly runs at 9 amps. At startup, it surges close to 10 amps and then comes back down and runs between 8.8 amps and 9.2 amps.

What can I put in line to limit the draw of the motor to 9 amps?

I don't want to have to add a circuit board, is there anything that can go in the line?

Is this a AC Universal motor (brushes)?
There is a Triac controller, but this would mean adding a circuit board.
A simple SPDT centre off toggle switch that places a 10watt resistor in series for start up in one position, the other would be run position.
