Back in '81 I worked for a contractor that took care of the traffic lights in our small town. The yellow light formula was a lot simpler back then, it was speed times seconds. I don't remember the exact number of seconds used in formula, but all of the lights were in town where the speed limit was either 30 mph or 45 mph, with main st being the only exception at 20 mph.
