Why in the transmission line equations for voltage and current, they are not indicated as complex with a line above like they do with other complex quantities?

 

Usually by the time someone is dealing with transmission lines they are past the point of needing the crutch of a visual indicator for when something is complex and when it's not. Dispensing with those indicators declutters the diagrams and the work considerably.

This can actually be found in many cases.
For another example you will find widespread use of notations like V(s), H(s), T(s), etc., where lower case 's' is a complex quantity but is not explicitly stated as such.
