Your question does not make sense.
Maybe your opamp has a 15V supply?
And when you overdrive its input then its output clips at 13.8V or at 15V?
Which opamp?

Then turn down the level of the input and its output won't go high enough to clip.

What is the input? Audio?
Is the opamp biased correctly? Post the schematic of your circuit.

 

...because you can't get something for nothing.
