Collection of electrical shock data over the ages, coupled with biological analysis of organ and tissue response to applied electrical stimuli. Someone mentioned a book by Roberge earlier in thread, but I personally cannot clarify this. I would suspect somewhere there is a paper with the details of these values.

These values are widely used in many lectures and discussions on quantifying electrical parameters to electrical shocks. They are intended for guidance and illustration purposes, and as this discussion is proving, should be treated in the context of the shock situation.
