What's better wire size for surge arrester ?
It is better to use maximum wire size supported by arrester ?

A power surge arrestor or a lightning arrestor? In just about all cases, the larger a wire is, the better it conducts a "surge". Is this being connected to an external ground? If so, the quality of your ground is also a factor.
You have to explain better as to what you are trying to do...

Most surge arrestors will specify the wiring sizes/ratings. For example, I have a whole house surge protector on my main house panel, with a 20A breaker to it. That is enough to protect a 100A house panel on the basis that any surge is a short duration spike. This would not handle irregular voltage from a electric supply, like a generator running wild/overvoltage. The surge arrestor in my case is for power line spikes. Again, you don't explain why you need one, or what the problem really is....
