You use an external trigger when you want something other than the scope's internal trigger to trigger the horizontal sweep.

Trigger out is used to synch other equipment with the scope's trigger signal.

You might want to trigger a counter or a ramp generator or any number of things. If you are triggering on a transient event, you might want to trigger a camera to take a screenshot (back in the days of pure analog scopes).

Tektronix had cameras for some of their scopes used trigger signals routed near the CRT to control the camera shutter.
