What is wrong with this layout?

Im going to bite the bullet and show humility for anyone else that decides to search for help on this build. I went through measuring voltages on the board only to notice they were very off on the tl071 slot but they were good everywhere else. Further searching i realize i wired the tl071 socket for an rc4558, after correcting the issue all works fantastic. So to anyone in my position, check your voltages on your ics and transistors! Thank you all for the help i appreciate it! Hopefully ill be able to help others next time haha
