I believe that's Full Load Amps.
15A @ 120V would indicate a maximum motor shaft output of about 2HP using a nominal 80% efficiency factor for typical, small, single-phase induction motors.

‘Special’ indicates it is tailored to a specific task, in this case it would be a high torque start, typical of compressors. Dropping the start cap value will reduce start torque, but the extended start time will generate excessive heat within the windings.

Looking back, I have no clue, other than maybe a conversation with myself. Anyway, Emerson's HP designation of SPL is 'special'.

My guess, this motor will do 4hp for 2 minutes, starting cold. It will not survive hours. I think it was designed to run the compressor at 25% duty cycle.
I have motors that state the duty cycle at full power, 1/2 power and 25% power.

Not from a standard 15A, 120Vac outlet in the USA.

 

Some of my power outlets are protected at 20 amps! #12 wire is code for 20amp service.
BUT I would NEVER BUY a direct coupled compressor package. I have examined a couple of them and I am not impressed with the quality. ALSO, 3450 RPM is too fast for a piston type compressor of the inexpensive variety.

Any outlet rated for 20A in the USA with suitable wire size and breaker, should have a NEMA 5-20R socket pattern with a T-slot.

Any appliance that requires 20A will then have a plug with a horizontal blade that will plug into the 20A socket, but not into a standard 15A socket (below).
Of course a standard 15A plug will still plug into the 20A socket.

 

I have also observed that not every outlet everywhere meets all of the applicable code requirements. This does not bother me.
