It could be either a resistor or a capacitor, 5 bands means high precision component.

British Standard BS1852



From the photo you have provided, since it's close to the mains connector and the diodes bridge, most likely it's a capacitor.

Make sure with a meter: capacitors show OC on DC, the resistor would give a reading accoring to the bands

notice there's an empty space for electrolythic, there's only 1 brown electrolythic capacitor on the right hand side of the diode bridge.
It's probably a design upgrade, removing electrolythics wherever possible is recommended.
