What is current and voltage stress? How is it measured in actual hardware?

I have heard about current and voltage stress in electronic circuits but couldn't find more on it. Also in hardware, how can I measure the current and voltage stress of a circuit? Can it be done using a multimeter?

"Voltage stress" sounds like it is not all one thing. Current exists. Voltage exists. Stress exists. But nobody gets out their meter and says, "I'm going to measure the stress." I think you are searching for something that only has meaning in the context where it was first used.

To me it sounds like the term you are looking for is voltage margining.
