What is an adequate patch antenna gain...(?)

Say you have a modified patch design which offers certain reconfiguration capabilities allowing a significant reduction in product size at the cost of efficiency/gain, what would be an acceptable reduction in gain from the typical 6-7 dBi?

In other words, is there a minimum cutoff (e.g. 0 dBi) that you would say below this level there is no option but to use a better antenna?

For a bit more context, the product could be a low to medium data rate device that uses the antenna for RX and TX.

I appreciate this question may be vague - there is no actual specific product, it's more of a concept question.
