What is a good digital circuit tester?

So, I don't have much money for circuits so I'm looking into a digital circuit tester.
I'm talking about a software that can simulate Arduino and electricity with a good part database.
Can someone help me find a good software?

You can start with a PC sound card based scope for free. Will give you basically
audio range scope, spectrum analyzer, and function generator all using your
PC sound card.

Thanks a lot for the information this will help.I key messing around with arduino and I’m about to get a 3D Printer and I’m trying to learn circuits.
