What does this circuit do? Ac power line check?

Thanks much. I spent a ton of time trying to figure out where the op-amp circuit ties into the rest of the circuit and I’ve determined it doesn’t - it’s magic. Ok, so there must be a connection somewhere but I can’t find it. At this point things are working great so I’m going to call it good.
