This is for an Erbauer battery charger model is: ERB607CHR and the instruction manual (can't find any other data sheet) can be found here https://www.free-instruction-manuals.com/pdf/pa_1715884.pdf

I believe it to be 0.22R with 1% tolerance, though I'm unsure why there's a wider red band than the others?
I'm also unsure what wattage rating it should be or how I can calculate this - any advice would be really appreciated!

 

Measure the resistance with an ohmmeter. It might still be good. Also it could be 3W or 5W.
