That should be "center tap" transformer.

Next. 7.6 for each side is 15.2V total AC (as RMS voltage).

Once the 15.2 v is rectified and smoothed with decoupling capacitors, with minimal load, the DC should be equal to the Peak-to-peak (minus rectifier diode drops). Or, RMS voltage x 1.414 or about 21 volts.

thank you ... but in inverters cct always use 12v-0v-12v while in ups (7.6v-0v-7.6) while in both case using 12v battery

 

Read up on Pulse Width Modulation and how its used as a voltage regulation method and you will understand why.
