Troubleshoot RAZOR scooter

So I grabbed one from a neighbor who was tossing it and a hoverboard out for being “broken”

Both had some wear but were in good shape overall.
I put the hoverboard battery on the DMM and it would show a quick 9V then drop to 3-5. It’s a 36V 4.4aH battery (lith-ion).

The scooter has two 12V 5aH batteries.

both showed between 13-14V

the motor has a 24v label on it.

does this sound like a controller?

I noticed the handbrake has a second switch and wire going into the body which I assume is a cutoff to the motor (since these aren’t fit for drifting).
Before I tear it all apart and trace power does anyone have any suggestions?

Shouldn’t 26V be enough to turn the motor?

I ran the motor fine from my DC bench supply.

I tried bypassing the CB reset to see if that would work but all it did was power the “on switch”.

I’m thinking the main controller might be bad, though I can hear the relays click when twisting the throttle.
