That's more like it. OO buckshot at rear wheels will do the trick. Any tether must be able to cut immediately on prey rollover. A stage coach shot gunner is best for this. Of course one can radio ahead and ambush them. It's the safest. You pick the time and place, environment.

The straight answer is, no, you cannot kill the engine that way.

 

If you have a purely mechanical fuel/air mixture diesel you can't stop it even with a nuclear EMP weapon.

Carry some CO2 for the diesels. Or some dispensable media that will clog an air filter quickly.

 

Modern automobiles with an internal combustion engine use electronic ignition to generate a spark from 50kV.
There is not much you can do externally to prevent this from happening short of a huge EMP (electromagnetic pulse) from something like a nuclear bomb. Then, a lot more than one running automobile engine will be terminated.
