Circuit A, 150 throbbing red LED's via PWM. With 12 V power supply,connect 5 red LED's in series & with a 1k6 ohm current limiting R. Measure V at top of 5th LED, might be around 8.5V ? Are they bright enough? Adjust R to suit. For 150 LED's with 5 LED's in series will need 30 strings. If V reading of 5 LED's is over 10 V, then cut strings to 4 in series.
On the marquee you did, Do you mean 6 strings in parallel per channel?
Circuit B, 65 blue LED's, marque style, segments of 4 LED's, 3 on, 1 off. A string is 3 LED's & a R in series. 4
outputs from 4022 or 4017, we'll call them stages A,B,C, & D. 60 LED's / 3 = 20 / 4 = 5 strings / stage. Add a short string, 1 LED & R / stage for 4 more LED's = 64 total.

With 12 V, connect 3 blue LED's & a 1k5 R in series, measure LED V. Are they bright enough ?
I would use 4 2N2222's connected as emitter followers to drive the LED's
