I myself saw this a couple months back while working on my senior design project for graduation for my degree. My group's project sponsor (an engineer at a Navy base) sent a similar report from MIT to us. In that case, it only occurs to GPS systems (not just AIS from ships, but any GPS signal - even bicyclists' signals end up in these circles) that approach certain areas of China.
A few years ago I read a report about the russians screwing around with the GPS system... they were testing its vulnerabilities, apparently. I wonder if this event is related.

The Seattle Police Department had abandoned the East Precinct two days earlier after getting receiving threats there would be attempts to burn it down.

There are no police officers around. There are no other firemen or city personnel with Scoggins.

“I was walking through, and someone pointed out to me that the gates were not closed," Scoggins said. “They were jammed, the chains were not working, and I just wanted to secure the building."

He was in the center of what’s now being called the Capitol Hill Autonomous Zone - CHAZ for short - named by the people who occupy it.

KGTV/CNN/Meredith) – A San Diego police officer rescued a man and his two daughters after their vehicle flew off Sunset Cliffs.

K-9 officer and former marine Jonathan Wiese saved two-year-old twin girls and their father.

Authorities said the twins’ mother called police to say her husband was suicidal and threatened to drive off a bridge.


It appears the father drove off Sunset Cliffs and into the ocean.

When Wiese arrived at the scene of the accident, he used his 100-foot-long K-9 dog leash to repel himself down the cliff to get to the vehicle. Wiese was able to get the twins and the father out of the vehicle and onto the shore.

While on a Grand Jury and had the head of the County Commissioners (a distant cousin) testifying, one of the elder women asked him "if his wife was at home and it took the Sherriff over 20 minutes to respond to a call about someone trying to break in what would happen?" His response was "they wouldn't get there in time to help him." Confused she asked "what do you mean help HIM!" His response was "by the time the Deputy arrived he would be dead."

Defund the cameras!
They removed those a few years ago here. One Christmas Holiday there was a picture of a few guys dressed as elves with a large box wrapped in gold foil with a large red bow on it standing on ladders placing the bottomless box over the camera. I received a notice in the mail that I had a warrant out for me for an unpaid traffic ticket in the county below us. I called about it and it was from a camera service company in Arizona. So I demanded to see the evidence and they emailed it to me. It was my car alright, but I wasn't driving, it was my teenage son making a right-hand turn on red without coming to a complete stop first. They had sent it to my physical address which the post office does not have, only my Post Office Box number in town is deliverable, so it had never been delivered or paid causing it to be kicked up to nonpayment and the warrant issued. I had to pay for it and take the points against my license even though I wasn't the driver!

The rivalry games between the University of Oregon Ducks and Oregon State University Beavers will no longer be referred to as the "Civil War," the universities announced on Friday.

The universities say the decision was made after mutual discussions, as well as conversations with university officials and input from current and former student-athletes from both schools.

Late Thursday night, dumpsters from businesses along Northeast Martin Luther King Jr. Boulevard were moved to the intersection with Killingsworth Street, blocking traffic. A fire was set inside one and the dumpster was pushed up to the west side of the police precinct. Graffiti was left on businesses along Martin Luther King Jr. Boulevard, north of the precinct, and windows of the Top To Bottom clothing store were broken and merchandise stolen.

Police Deputy Chief Chris Davis said officers used tear gas after they had trouble clearing people from the area once flames were shooting out of the dumpster. They were working to allow firefighters to get in to put out the blaze, he said. Police are under a court order restricting tear gas use to only life-threatening situations.

“At that point, where they had set the fire and we couldn’t get the crowd to move, yeah we had to use CS gas finally after some warnings. That was clearly a life-saving need,‘' Davis said.

There were officers inside the precinct, as well as four people who were in custody at the time, Davis said.
