I think you just said people are willing and able to check food for expiration dates and damage without a government agent doing it for them or threatening them with fines and jail. Before distribution, every item is examined and any damaged or expired items are discarded.
Personally, I have grown my own food, found my own food, and caught my own food, without a government agent anywhere near. My grandparents grew, found, caught, and canned all of their own food under the same conditions...no government agents. I once had a wife that would walk past the fish I had caught, go to the grocery store, and buy the same fish in a plastic wrapper. This demonstrates that some people don't know that the difference between catching your own fish and buying fish is a few hours waiting for somebody to wrap them in plastic. Those people believe there is an important difference in the store-wrapped fish. I don't. I have worked at the fish wrapping business and I have stood next to the fishing boat while catching the same fish out of the same water...and the only food that ever made me sick came from federally inspected beef served by an internationally known, regulated, and inspected corporation. My real world experience trumps any belief that the government will protect me.
