It's hard to say what the truth is. The cops, who I'm inclined to believe, complain that there's a revolving door for criminals. Catch and release. They (the cops) keep catching the same guys over and over but they keep ending up back on the street, even after convictions for fairly serious offenses. I don't know what the judicial system has to say about this. Probably something about no money for incarceration. Gotta pay those union pensions, no matter what.

After the officers gave dispersal orders, and the group threw more rocks, the officers opened fire with smoke canisters and apparent rubber bullets.
