The simplest, most practical DIY power supply which has +12v and -12v

I have a function generator which requires positive and negative 12V to power it. Quite annoying I know. I have ordered some old school MC34063 inverting/switching/stepup/step down chips. But they are coming from China and was wondering if there is any other simple way I could do this with, say 4 x 18650 batteries?

24 volt center tapped transformer. Four diodes, 2 capacitors, and a pair of voltage regulators. LM7812+LM7912 or a 317 and a 337.

Some way, somehow you need a 24 V source. Nothing will be faster or more simple that a string of batteries in holders and some clip leads. After than, it's a question of how much effort you want to put into a power supply, how many features, how large, what parts you have or can get, etc. There are 6.023 times 10 to the 23rd power different power supply schematics on the innergoogle. Think about what you need (versus what you want) pick a schematic, post it here, and we'll advise.
