Isn't a cap, supposed to be a passive component until assigned duty in a circuit ?? Wouldn't a lithium electrolyte make it capable of producing a charge, or just better able to store one ,,,??

I'd say it's just the latter, yes.

 

As on any other electrolytic capacitor.
