Testing induction motor

I have here a 2.2kw single phase motor on the compressor. Initially we assumed pressure switch went so got the replacement.
Upon wiring it i checked connections with dmm for any weirdness - lo and behold i have ground shorting to phase and line.
Opened motor connection box, checked windings for shorts and there they are. Am i correct in assuming that motor is dead ? As in windings burned and copper touching the cage ? Can caps somehow confuse this kind of reading ?

If it was a shorted cap you should read the winding resistance not a dead short so if that's what you got then I fear the motor has gone to the machinery room in the sky.
