Im currently starting my design for a tesla coil, first time building one and would like advice on whether or not to use this for the transformer

Why not make one yourself as suggested above

 

Those compact solid state neon sign ballasts don't hold up to Tesla coil applications very well given that a spark gap based Tesla coil driver circuit is way too harsh of load for them to handle.

What you would want is a heavy old fashioned style 10 - 15 KV iron core type NST or an old fuel oil furnace burner ignition transformer.

 

Like tcmtech says. Even your second unit is not a transformer but rather a switching power supply. Note the "30 KHz" marking on it, that indicates the switching frequency. You want a real transformer. You may have to hit the salvage pile to find one - check with any local neon sign companies or furnace repair shops.
