For tourists that travel with companies that advertise “budget trips to destinations your mother would rather you stayed away from”, no they don't. The poor man was that accident that's always waiting to happen.I'm guessing the word "compassion" does not exist in the North Korean vocabulary...

A quick Google of “young pioneer tours drunk” will bring up plenty of anecdotes of this kind of behaviour, usually from disgruntled non-drinkers, reporting on alcohol-induced bad behaviour by guides, travel companions or both.
