Many are not brainwashed by their leaders but by themselves in order to feel they matter in some way even when it's very obvious they do not.On the subject of "Moderating the extremist", tht cannot be done.

Those who lead them largely just take advantage of that effect by reinforcing that belief system and giving them a direction to go in that makes them feel like they have a purpose.
To be honest most of those people even if they got 100% of what they wanted wouldn't know what to do once they had reached their goal and would just find a new direction and method of self destruction to go after.
