Step down transformer creation

what would be better 9v or 12v?

hello, i am a noobie. recently i need to make a step down transformer. i have DC 9V,350ma as my input and now i want DC 5V, 2000mah. also i want less ware form the collector base. i want to create the transformer on my own.please suggest me about ware gaze and the necessary equipment with diagram if possible. thanks in advance.
actually i want that for making mutual induction for my battery charging.
i have a charger that can give output as follows 1.5v,3v,4.5,6v,9v,12v and 350mA max.please help me.

You can't get 5 volts at 2 amps (10 Watts.) from an input of 9 volts at 350 mA (3.15 Watts.) Even if you use your 12 volts at 350 mA supply this is only 4.2 Watts.

A voltage divider (two resistors) can convert a given DC voltage to a lower DC voltage, but to get a higher voltage you would usually first convert the given DC into AC of a higher voltage then rectify that higher AC voltage to get DC.
