Hello everybody. I have this board from my treadmill which is not working. Someone tried to fix it, with no success. On my own check I noticed that the one I have circled in red is missing. It is some smps startup chip. Any help with this?

 

Doesn't appear to have ever been installed from day one, may be an option that was omitted on this model. ??

Yes, it worked perfectly. I got the machine from someone who died. He had given it to someone to fix but without success. I don't know who it was and I can't find out

Because i have voltage there and after there nothing. I find a picture with a board like mine but i cant see the ic

 

In both cases the IC appears to have a strange notation Q9 ? Unlike the other IC's which have the common U* designation, also even the example board in post #7 shows a empty IC location.
From the pic of the first board, the IC location does not appear to have ever had anything soldered into it?

 

If you look at it with a magnifying glass you can see that it has soldering residue

I would say that the RED ring device has never been installed.
The Yellow rings show areas where some work or damage has been done.
Cleaned up your photo.
