Connect 20 different wires to them. Then connect the 20 wires to 20 solenoid drivers.
The 21st wire is the ground wire.;)
 
20 switches, 20 valves, 1 human. Using a monkey might take longer.

That aside, it's almost exactly what i was tasked to do in the 80's, but there was this nice 24 channel DPDT relay board I could buy that used ULN2003 drivers. So, I built a box with 24 lighted pushbuttons and used one contact to provide 24 VDC to the indicator, There was a small switch that selected MAN/AUTO next to each push button and another custom set of ULN2003 drivers that controlled LEDS for the computer state.

No glitches and it did control valves to very poisonous Hydride gases. So, mostly it controlled valves, but a portion of the buttons did other re-configurable things.

If you mean switching methods there are anything from solid state to relay contact, also dependent on the the current and voltage rating of said solenoids.

How to Control more than 20 solenoid valve separately?
With more than 20 switches.

THINK.

Think about what we need to know before any kind of answer.
Do you want to turn them on and off with toggle switches, signals from sensors, or a timer,or an app on you cell phone, or what?
Are the solenoids powered by AC power line, a car battery, a solar cell?
How long are the wire runs to the solenoids?
Control them based on what - time of day, soil moisture content, temperature?

Think about what an engineer would need to know, then write.
