Is there a possibility and provider who can design a solar system like this
- Consume what so power available from Solar panel
- do not have any battery backup
- Draw the remaining power if required from Grid if the solar panel is not sufficiently producing

That's a fairly standard Grid-Connected Solar system, as installed on zillions of rooftops all over the world. I have one on my house, as do most people in Australia.

A bonus is that if you do not consume all your solar power, it will feed back to the grid and you can get money for it - your 'feed-in tariff'. Although, sad to say the feed-in tariff here is going negative soon, as there is too much solar power during the day and it is unwanted, hence everyone is getting backup batteries so the feed-in can occur in morning and evening when demand is high and power is worth money.

Most everyone in the industry makes grid-connected inverters now. Mine is an SMA Sunny Boy.
