Solar panel powered arduino problem

But the room is quite bright and I am working directly below the lamp. What are my options to increase the voltage? should I use DC to DC converter? but then i would need to use some sort of DC voltage for the converter. Is there any other way?

A good "Rule of Thumb" is that a "Direct Solar Brightness Outside" is about 10,000 times brighter than a "Brightly Lit Office Environment".
You clearly don't have enough light intensity to power an Arduino with that panel.

Even more proof is that your panel is starved for light is it is putting out only 11V, nothing even close to the nominal 21Voc.
The panels internal leakage current is what is dragging the voltage down to 11Voc, and hardly anything left over to power anything else.
