Hi,

I need a way for developing project for charging 4 12V battery of electric scooter from solar panel please suggest just for proto type model ....how it should be done????

Start with an energy balance. How much energy does a complete charge require, at what voltage (12V or 48V)? Your solar panel will need to supply roughly double that amount of energy, in whatever time you are willing to wait for charging, given the available hours of sunlight.

My hunch is you'll see that's a larger PV panel than you may have thought, and perhaps too expensive and impractical. But that's your decision.

Some figures for comparative use:
REC230AE panel, OC 36.9V, SC 8.6 A, max pwr. 29 V, 8 A, 65.5 in X 39 in. 2 panels in series 58V, just about right for charging 48 V battery [ high noon, clear day]

Yes, there are all sorts of DC-DC converters out there. Look on e-bay, of instance. Some are even meant for properly charging a battery. Of course the more features you want, and the larger the specifications, the more such a thing will cost.

You can make a converter starting with the right IC, but it is a moderate project, not big but not simple either.

What is the Ampere Hour capacity of the battery? What is the time in which you would like to charge the batteries?
These are important parameters, which have been stated by Wayneh, and Bernard's suggestion assuming reasonable values of these parameters.
You cannot get a small panel giving 12V, maybe 500mA, and hope to charge the batteries in reasonable amount of time, with a 48V boost converter.
