Hi,
I want to use high side power switch which is BTS50010-1TAD
I saw that on datasheet but did not understand.
What does dynamic undervotage capability mean?

See Note 2 on page 14 of the data sheet; as I understand it, it means that Vs can drop to as low as 3.2 volts for up to 6 milliseconds (as during engine cranking). In other words, "dynamic undervoltage capability" refers to the ability of the part to tolerate a transient undervoltage condition.

So if I operate the mosfet at 28V continuosly, it will break down?

Since its maximum operating voltage is 28V it is marginal to operate at that voltage.
Any transient above that could cause it to fail.
You typically want a 25%-50% margin on voltage for good reliability.

Yes, it might-- although if you're concerned about what is the maximum voltage the part will stand, the correct part of the data sheet to be looking at is Section 4.1 on page 10, Absolute Maximum Ratings, not the Product Summary on page 2.
