I need a circuit that can convert multiple resistance values into analog outputs, i think 12 volts I can verify.
This is to get a swap project working with the currently installed cruise control.

I think that what the goal is will provide a different voltage for each of the commands. If the voltage required is not specific, the method is very simple: Just add a resistor, perhaps 1000 ohms and five watts, from wire #1884 to the 12 volt system common, also called ground. There will be a different voltage for each of the four conditions: Off, On, Accel, Decell. Depending on the resistors in the control portion above, the added resistor value may need to be larger or not.
