Trying to use this thyristor for capacitor discharging and it says On-state voltage is 1.5Vmax but Peak gate voltage is 5v. Is it safe to use 2-4v to have the SCR discharge the capacitor?

If you're looking at the Vrgm spec, note that that is the peak reverse gate voltage-- not the peak voltage that can be applied to the gate to turn the SCR on.

In practice, you don't drive the gate directly from a voltage source without using a current-limiting resistor in series with it, to limit peak gate turn-on current to a safe value (perhaps 2-3X the worst-case maximum gate trigger current Igt).

The attached .pdf has a lot of good information on thyristors.
