Thanks Eric! I finally got it working on a breadboard. I missed where you guys stated the LM393 was open collector and i needed to pull the output up to 3V3. What i am confused over however is what is the purpose of the 1Mohm resistor from comparators input to it's output? is this safe when evaluating 5v0 and outputing 3v3?

The 1meg provides 'hysteresis' , positive feedback, so that the output voltage does not 'dither' On/Off, on slow rising/ falling edges of the input signal.

I have adjusted my prototype and PCB layout to reflect this! I have also removed all software filtering except for the bouncetime on my interrupt and have gotten no false positives allowing it to run overnight! Now just to hope i didn't mess up to badly on the PCB layout.
