When I was in tech school (a long time ago) those were called "brother-in-law" resistors. The designer had a brother-in-law that was a resistor salesman and made most of his money that way.

It looks like the 10k and the 100k form part of a voltage divider for the DS13 signal that is fed out on pins 8 an 5 of the relay contacts.

I would say that the DS13 is an AC signal and the diodes D13 and D38 perform recitification of that signal,
