I agree. Knowing the history of Russian workmanship (some serious QC issues) on spacecraft that's not totally surprising.The first story I read about it said the hole was a mistake by a worker who didn't want to own up to it and plugged the hole with something so it would pass testing. They said they'd find the person and hold them accountable.
Then I read that Russia was claiming sabotage while it was at the ISS.
I'm more inclined to believe the first story...
