Looks like it got hot, but not damaged:

I had a Stanley branded X-10 remote that had a case discolored by heat from a resistor. Still working for over 30 years.

Indeed! When a resistor gets hot it is from too much current, which is caused by some other component failing, or a shorted circuit elsewhere. Always.

 

True, resistors are usually innocent victims, much like fuses.

 

That resistor is expected to dissipate a lot of power, hence its large size.
Looks like inadequate rating or poor circuit design in the first place.

To mount a component above the PCB surface requires a great deal more effort than flush mounting it. I have needed to show the assembles what I was asking for in every instance of designing for elevation of the PCB surface. Even had to argue a couple of times. some board assembly folks do not like any extra work requirements.

Really, if you can measure the resistance of that resistor it will be simple to determine if it has failed or not. Measure in both directions so that you do not need to disconnect it from the PCB.
AND, what is the complaint with that floor-fan?? Is it totally failed, or just some function is not working??
In at least two instances I have had to repair the wires that constantly flex as the fan oscillates back and forth. so if the the fan is totally dead that might possibly be the problem.
