He’s missing one black wire.

It is there, somewhere, just not marked. It all works as its supposed to, just to dim.

The red positive wires? Two connect together and are plugged into 5v ports on the Arduino.

 

Finally had time to swap out resistors, the 220ohm made the lights noticeable brighter. As someone said though they are not consistent, and the numbers with 0/8 are dimmer. Hoping that this will be acceptable, won't know until I get it in the room and behind the sign. Thank you all again for the input you provided.

 

Try 100 ohm.
