My guess based on your description would be a Non-Retriggerable One Shot Multivibrator which could be done several ways but using a 555 timer is likely the most popular. Another option would be a uC (micro-controller) circuit which is programmed accordingly. Also, "quickly" is not a very good description for a unit of time. Here is an example using a 555 timer chip.
