Hi:

The positive-going clock pulse transfers the info on the data pins to the "Q" pins. Must a
clear operation be performed with a negative-going pulse or can another positive-going
pulse be used to update the output with doing a clear?

You don't need to clear any previous data to store new data into the registers, it's only there to initialise the registers if needed!
