question about phone charger

This should be suitable for the purpose.
The only addition I would suggest would be some kind of ventilated insulated box to put it in to avoid any short circuit. It needs to be ventilated as the regulator will get warm.

Other suitable regulators can be found at Pololu or can be made yourself(lm2576 T-5 etc.).Also you should add a way of cutting off the regulator when the battery is nearly empty.

sorry I didnt get one of the points you made. you said "you should add a way of cutting off the regulator when the battery is nearly empty" why should I do that?

Depending on your battery type some batteries need special attention.Your's is a lead acid so it's simpler and won't fuss so much about sucking nearly all the juice,but you shouldn't discarge any battery to 0 completley since it can shorten it's life span.Also beyound a point it will give you something around 11-12 V but won't be able to deliver any current any more.In that case it's better to just disconect (disable) the regulator and flag a led indicator that it's empty.Most power banks have this,tho they use a more "delicate " battery type.There are circuits for this.Look for under-voltage lockout on google and you should see the classic zenner-transistor one..also try to see at what voltage the battery is considered empty and set the under voltage for that level.

well probably I am going to use a voltmeter between the 12v battery and the regulator so that I will be able to monitor the voltage and cut the power manualy if the battery is discharged.

Would this module take care of all the details to charge the battery of a mobile? Aren't they critical things, those batteries?
