PVM to steady 12v

Hi.
Have an existing curcuit where i cant change anything,
When i connect a "pre fabric" curciut LED 12v.
the "curciut" is very unstable, and a little measuring give me a good reason why.
The existing curcuit starts as 0v, then by PWM goes all the way to 12v steady,
If you got my meaning,
I attached a little video showing it.

I want this light or call it PVM to become steady, like 0v, and then 12v ergo no PVM.
dont care if it is just when excisting curcuit goes 12v steady the output of my curcuit becomes high.

Hi FM.
Your video shows the opposite from your description.
The PWM starts at 100% and goes down to 0%, ie; 12V down to 0V.

Can you confirm.?

Could i "just" make a Microchip curcuit.
When detecting raising edge on INPUT , it wait 3 sec, and checks again if INPUT is high, and then turn on the OUTPUT from MCU, running a transistor.
And when voltage drop again on input, wait ex 3 sec , and check again if LOW, and then turn OUTPUT low .
Or is there a more simpel solution ?
